At the outset of the meeting, General Manager Chen Huaihao, accompanied by several senior company leaders, extended a warm welcome and heartfelt gratitude to the delegation from the Ministry of Commerce and the Department of Commerce. Subsequently, Chen Yuanyuan, Manager of the Development Department, introduced to everyone the significance of zirconium-hafnium metal materials and the establishment of the zirconium-hafnium industry by Youtian, as well as its development journey and achievements. Following that, Deputy General Manager Zhuang Qian provided a detailed report on the company’s internal control mechanisms for the export of dual-use items, covering in particular which of the company’s products fall under the category of dual-use items and how the company carries out internal controls over the export of such items.
After listening to our company’s report, leaders from the Ministry of Commerce asked whether our company had received inquiries from enterprises in sensitive countries and how we had handled such inquiries. In response, General Manager Chen stated that our company had indeed received inquiries from enterprises in sensitive countries such as Iran. However, the head of the Foreign Trade Department, based on the product specifications provided by these customers, promptly identified the nature of the inquiries and immediately terminated further communication with those customers. We also stopped replying to emails from such customers altogether. At the same time, in response to this incident, our company held a special meeting to emphasize our stance clearly. Another leader from the Ministry of Commerce asked how our company tracks end-users. General Manager Zhang, who is in charge of foreign trade, explained that if the products in question are dual-use items, our company first explicitly informs the customer and requires them to provide proof of the end-customer and the intended end-use. Our foreign trade personnel then conduct information investigations on both the customer and the end-customer through channels such as the company’s website. For U.S. customers, we even visit and communicate directly through our U.S. subsidiary to thoroughly verify the authenticity of the information provided.
After the exchange session concluded, Director Jiang from the Ministry of Commerce delivered a concluding speech. While commending our company’s current work on internal export control systems, he also offered two suggestions: First, the company must enhance its political sensitivity in export controls and always bear in mind that lawful and compliant exports are the company’s lifeline. The company should not only pursue technological advantages and economic benefits but also give equal weight to security interests and national interests, firmly cultivating a sense of the bigger picture. Second, the company must strictly adhere to laws and regulations when engaging in the export trade of dual-use items. Subsequently, General Manager Chen expressed with great determination that under no circumstances will our company violate the state’s export control policies. While continuing to optimize production technology and enhance innovation capabilities, we will also keep improving our internal control management for the export of dual-use items. Furthermore, we would like to extend our heartfelt gratitude to the relevant authorities at the national, provincial, and municipal levels for their strong support throughout our export approval process. Together, we will unite as one, uphold our professional and focused corporate spirit, and strive to make our company even stronger and more successful!
