On the morning of September 14, 2018, accompanied by leaders including Director Zhao Houjun and Deputy Researcher Yuan Ping from the Approval Division of the Jiangsu Provincial Department of Commerce, Deputy Director Jiang Qianliang of the Bureau of Industrial Security and Import‑Export Control of the Ministry of Commerce, Director Wang Changjiang of the Licensing and Control Division, as well as other officials at various levels and enterprise representatives, a delegation of more than sixty members visited our company for an inspection and guidance tour. The company’s General Manager Chen Huaihao, Executive Director Ye Hui, Deputy General Managers Zhuang Qian, Ge Wei, and Zhang Xuemei, together with other relevant personnel, hosted the delegation.

　　At the outset of the meeting, General Manager Chen Huaihao, accompanied by several company executives, extended a warm welcome and expressed sincere gratitude to the delegation from the Ministry of Commerce and the Provincial Department of Commerce. Following this, Development Department Manager Chen Yuanyuan outlined the significance of zirconium‑hafnium metal materials and the pivotal role Youtian has played in establishing the zirconium‑hafnium industry, detailing its development trajectory and key achievements. Subsequently, Deputy General Manager Zhuang Qian provided a comprehensive report on the establishment of our company’s internal control mechanisms for the export of dual‑use items, focusing on which of our products qualify as dual‑use items and how we implement internal controls over their export.

　　After hearing our company’s report, leaders from the Ministry of Commerce inquired whether our company had received inquiries from entities in sensitive countries and how such inquiries were handled. In response, General Manager Chen stated that the company had indeed received inquiries from companies in Iran and other sensitive jurisdictions. However, the head of the Foreign Trade Department promptly identified these requests based on the product specifications provided and immediately ceased further communication with the clients, refraining from replying to any subsequent emails from such customers. Concurrently, in light of this incident, our company convened a special meeting to underscore our firm stance. Another official from the Ministry of Commerce asked how the company conducts follow-up on end‑users. Mr. Zhang, who oversees foreign trade, explained that if the requested products fall under dual‑use categories, the company first clearly informs the customer and requires them to provide certificates confirming the end‑user and intended end‑use. Our foreign trade team then conducts due diligence on both the customer and the end‑user through channels such as the company website. For U.S. customers, we also arrange site visits and direct engagement via our U.S. subsidiary to thoroughly verify the accuracy of the information provided.

　　Following the Q&A session, Director Jiang of the Ministry of Commerce delivered a concluding address. While commending our company’s current export internal control system, he also put forward two recommendations: First, the company must heighten its political sensitivity in export controls, always bearing in mind that lawful and compliant exports are the lifeblood of the enterprise. Beyond pursuing technological advantages and economic gains, the company must also give due weight to security interests and national interests, firmly cultivating a sense of the bigger picture. Second, the company must strictly conduct dual-use item export trade in full compliance with laws and regulations. In response, General Manager Chen expressed unwavering resolve, stating that under no circumstances will the company violate the state’s export control policies. While continuing to refine production technologies and enhance innovation capabilities, the company will also further improve its internal management of dual-use item exports. He also extended gratitude to the relevant national, provincial, and municipal authorities for their strong support during the export approval process. The company will unite all levels, uphold a spirit of professionalism and focus, and strive to grow stronger and more competitive.

　　At the conclusion of the meeting, our company’s General Manager Chen Huaihao, Deputy General Manager Zhang Xuemei, and Production Manager Zhou Yong led Director Jiang and his delegation on a tour of our products and production facilities, bringing this inspection visit to a successful close.
